Crackdown on Non Filers-New Laws to Block Bank Accounts, Property Deals, & Car Purchases

In a major crackdown on tax evasion, the government is set to implement stringent measures against non-filers, targeting their ability to engage in key financial activities. These new rules will make it nearly impossible for non-filers to open bank accounts, buy property, or purchase vehicles.

The Tax Law Amendment Bill 2024-25 has been presented in the National Assembly. Under the proposed amendment, non-filers will be banned from purchasing vehicles over 800cc, buying property beyond a specific limit, and purchasing shares exceeding a set limit.

The amendment also stipulates that non-filers will not be able to open bank accounts or carry out transactions beyond a certain limit. However, they will still be allowed to buy motorcycles, rickshaws, and tractors.

Bank accounts of unregistered businesses will be frozen, and they will be prohibited from transferring property. The government will have the authority to seize the property of unregistered individuals for business purposes, and the FBR will release a list of individuals whose accounts will be frozen.

According to the proposed amendment, failure to register for sales tax will result in the freezing of bank accounts, and property transfers will be restricted. Sales tax registration will need to be done within two days, and appeals can be made to the Chief Commissioner to unfreeze accounts.

The spouses and children under 25 years of age of filers will also be considered filers. The restrictions will apply after the federal government’s notification.
