The Competition Commission of Pakistan (CCP) has almost completed the initial phase of the merger process involving the acquisition of Telenor Pakistan by PTCL.
The final report is anticipated to be concluded by next week.
Sources within the commission indicate that CCP teams have gathered nearly all necessary documents from relevant stakeholders, with analysis expected to be finalized by March 30.
According to the Competition Act 2010, phase-I merger reviews are typically completed within 30 days following the acceptance of the application. The primary criteria for phase-II review is to ascertain that the merger does not reinforce a dominant market position.
PTCL currently holds a 100% stake in Ufone, and the merger between PTCL/Ufone and Telenor Pakistan is unlikely to create significant market distortion in Pakistan’s cellular landscape.
According to data from the Pakistan Telecommunication Authority (PTA), Telenor Pakistan ranks as the third-largest mobile telecom company with a subscriber base of 44.78 million, while Ufone holds the fourth position with 25.28 million subscribers.
Their combined subscriber base totals 70.06 million. Jazz remains the largest player in Pakistan with 70.95 million subscribers, accounting for 37.31% of the total market share, whereas the combined strength of Ufone and Telenor Pakistan would represent 36.84% of subscribers in the country.
